The profile below is derived from the concurrent activities in the schedule and indicative crew sizes for each delivery stream. Core civil, structural steel and electromechanical works are self-performed; specialist trades are subcontracted under Q Saudi supervision. The operations team is recruited and trained from Month 12 so that the full complement is in place before the trial operation begins.

The items below carry manufacturing periods long enough to determine the completion date if ordered late. Order dates are fixed in the baseline and expedited against monthly. Electrical plant is sourced from Saudi manufacturers to avoid import lead times.

Each mandatory operational requirement in Annex B of the tender is traced to the activities that deliver it and to the milestone at which it is demonstrated. Activity references correspond to the delivery streams in the Timeline.

The concession is delivered by Q Saudi's own management, drawing on the same team that operates the company's existing port concessions. The Concession Director is the single point of authority to the Port Authority throughout both the construction period and the operating term.

The programme depends on the approvals, access and information listed below. Each is scheduled in the baseline with the date by which it is required in order to preserve the completion date. Q Saudi will lodge each application, expedite it and report status monthly.

Reporting begins at Notice to Proceed and continues without interruption into the operating term, so that the reporting obligations of Annex B are already established practice before commercial opening.

The activity durations above already reflect the periods below. They are stated here so that the basis of the programme is transparent. Dates derived from the Hijri calendar are subject to observation and may vary by one or two days.

The measures below are not contingencies held in reserve. Each is reflected in the activity dates, sequencing and procurement strategy of the programme as submitted.
